How To Build A Hydroponic System

Hydroponic herbs fall and have white powder on them?

Hi, I'm new to hydroponics, running a three-gallon deep culture system water. I use general hydroponics nutrients and feeding schedule. Is maintained at around 6.22 pH and 500 ppm. As a light goes on, now that is only two fluorescent lights. Right now I'm growing mint and oregano, but instead of standing upright they lay down flat (oregano is actually now look quite well!). There is also a white powder that forms on the top of the rockwool cubes. I change the water and add nutrients once a week. Is there anything I can do?
